The St. John Ambulance Rules 1973 was issued by the Ministry of Health to govern the conduct and functions of the Council. It came into effect on 1st August 1973.
The St. John Ambulance of Malaysia (Incorporation) Act No. 74, 1972 and its amendment Act No. A230, 1974 set out the provisions on the merger of the St. John Ambulance Association and St. John Ambulance Brigade in West Malaysia and Borneo, the formation of a St. John Council and the use of the St. John name and emblem.
